I've onlt seen the first two seasons. They have a spy network in Euerka. Beverly the only therapist in town but I'm sure that their are others. Maybe someone almost or did get some leavel four tech out. I'm thinking Nathan Stark had tried for years to get Spencer to come work at GD.
As for Hotch I say yes to both. He can even bring Jake with him since it's a 'safe' little town.
